Please find below a selection of recent legislation changes relating to COVID-19 and communications for workplaces from key safety and environmental regulators in Australia and New Zealand.

LEGISLATION CHANGES

Industry Research and Development (BusinessBalance Program) Instrument 2020 

  • Prescribes the BusinessBalance Program, which provides $6.5 million in grant funding as part of the Australian Government’s commitment to small business mental health.

Industry Research and Development (Supporting Agricultural Shows and Field Days Program) Instrument 2020

  • Prescribes the Supporting Agricultural Shows and Field Days Program, which is funded from the COVID-19 Relief and Recovery Fund.


Government Sector Finance Amendment (Reporting Deadlines) Regulation 2020 

  • Prescribes the days after which reporting time frames begin for certain reports of statutory bodies or Departments for the financial year that commenced on 1 July 2019.

Stronger Communities Legislation Amendment (Miscellaneous) Act 2020 

  • Amends various Acts and a Regulation relating to the Communities and Justice portfolio, and makes other changes.


Notice Under Section 13 of the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020 

  • Declares that the period by which a council must hold an Annual General Meeting under Section 72B(1)(a) of the Local Government Act 1993 is extended by a period of 3 months.


Care Facilities Directions (No 15) 

  • Provides for restricted access to care facilities in order to limit the spread of COVID-19 within a particularly vulnerable population - came into force at 11:59 pm on 28 October 2020.

Restricted Activity Directions (Non-Melbourne) (No 11) 

  • Restricts the operation of certain businesses and undertakings in the relevant area - came into force at 11.59 pm on 28 October 2020.

Stay Safe Directions (Melbourne) (No 2) 

  • Requires persons who ordinarily reside in the restricted area to wear face coverings and limit interactions with others, and restricts the circumstances in which they may leave the restricted area - came into force at 11.59 pm on 28 October 2020.


Extension of Declaration (No.2) of Public Health State of Emergency 

  • Extends the public health state of emergency which came into effect on 23 March 2020 for 14 days.

Extension of State of Emergency Declaration 

  • Extends the State of emergency declared on 15 March 2020 for 14 days.

Local Government (COVID-19 Response) Amendment Order 2020 

  • Replaces the definition of 'cessation day' in the Local Government (COVID-19 Response) Order 2020.


COVID-19 Public Health Response (Air Border) Order (No 2) Amendment Order 2020 

  • Requires a person arriving in New Zealand by aircraft to have a confirmed allocation in the managed isolation allocation system, and requires the air carrier to take reasonable steps to ensure that all people on board have evidence of their confirmed allocation before the aircraft arrives in New Zealand.
